Welfare Reform
Photo: A man and a woman helping a childWith the goal of developing credible information about welfare programs throughout the Nation, Macro has conducted studies on the performance of welfare reform initiatives, the welfare of children, and education and job training programs for welfare recipients. Macro's specialized research teams have fielded surveys for these populations and have undergone rigorous training in effective techniques for working with low-income and hard-to-reach populations. Macro's findings from our various welfare studies have been instrumental in helping expand welfare reform work.

Family walking Ohio Learnfare Evaluation
Macro evaluated Ohio's 5-year welfare reform initiative, Learnfare, which required recipients of Aid to Families with Dependent Children to attend school. Our team conducted site visits, interviews with key planning personnel, surveys, school data analysis, and welfare system data analysis to measure the effectiveness of the program. To analyze the data, we collaborated with State administrators of Ohio's large database of welfare clients and other State information systems related to children's services, child support, childcare subsidies, and family income. We prepared reports that identified emerging trends and assessed the likely impact of legislative changes. Our findings assessed the performance of the program and were key in determining whether the program would be effective statewide.

Business women National Job Training Study
For the Institute for Women's Policy Research, Macro designed and implemented a national study of education and job training among welfare recipients. We studied the extent occupational segregation in employment and training exists among former welfare recipients who are going back to work. Particularly, our research focused on women's job training in relationship to their over-representation in traditionally "female" occupations. Seven service delivery areas in seven sites were included in the study.
