U.S. Department of Housing and Urban Development (HUD) Error Assessment Field Study
Macro completed a complex, multi-year task to measure the extent, severity, and cost of errors associated with determining eligibility and calculating rent in HUD-subsidized housing programs. A nationally representative sample of 2,700 tenants in 375 projects was selected. A network of field data collectors interviewed management staff, abstracted case record data, and conducted in-depth interviews with tenants. Information obtained from tenants was verified by contacting sources of income, such as employers and the Social Security Administration, and expenses, such as doctors and hospitals.

Annual Fair Market Rent Survey
Macro's work in the housing area includes the Section 8 "fair market rent" surveys. Two distinct computer-assisted telephone interviewing (CATI) efforts, which focused on annual regional surveys of rental households and a large number of area-specific surveys, were conducted to help HUD set Federal housing subsidy levels in different housing markets. The approach used a random digit dialing (RDD) sample and a screener to obtain statistically valid housing and utility estimates for 1- and 2-bedroom rental units. The surveys were conducted for HUD and for local public housing authorities, and involved close to 1 million screening interviews and 50,000 interviews with eligible rental households. HUD is using the survey results to set Federal housing subsidy levels in housing markets across the United States.
